COMPLAINTS AND DISPUTES
- This is a set of rules and regulations of English Fiesta 2016 hosted by English Debating Society of International Language Forum (EDS-ILF) UMM on may 13th – 15th 2016.
- The tournament will use British Parliamentary Format.
- We will open this tournament with maximum caps until 60 teams.
- Each institutions may delegate a team or maximum 4 teams will classify 3 team as main list and 1 team as waiting list.
- There will be no N1 policy.
- Grace Period of 6 months after graduation (undergraduate) is allowed to participant under their respective institution
- The A-Core has full authority regarding the interpretation and modification, if necessary of these rules (if not stated on the constitution).
- The decision of A-Core with respect to these rules will be final and binding.
- WO policy is applied. If a team forfeits a debate they shall be given 0 point and a Team Score of 0. The Tournament Director shall not be permitted under any circumstances to alter a composition of a pool beyond what is permitted. English Fiesta 2016 enforces strict regulation to a team with no severe condition(s)/reason forfeit the tournament obliged to pay sum of IDR 250.000. No refund request will be entertained for registered team after the payment phase is closed.
ELIGIBILITY
- The competitors are eligible to participate in this competition, if and only enrolled as full time students (fresh graduate no longer than 6 months) in the represented university, undergraduate and graduate degree, proved by student ID or official letter from the institution.
- Each team complete will consist of two members.
- The committee reserves the right to investigate the legitimacy of any persons who are participating in this competition.
FORMAT OF THE COMPETITION
- The competition will be conducted in two phases; Preliminary Round and Elimination Round.
- In the preliminary rounds, there will be four rounds of debates.
- At the end of this grading for each round, the top two teams will meet each other; the next two teams will meet each other and so on.
- Three elimination rounds, namely as Quarter Final Round, Semi Final Round, and Grand Final will decide the winner of this competition. Tournament Power Matching will be employed in these rounds. The winner (1st and 2nd rank of each room) of each round proceeds to the next round.
- This tournament will award the best 4 teams (1st, 2nd, 3rd and 4th rank on grand final) as the Winner, 1st Runner Up, 2nd Runner up, 3rd Runner up and Best Speaker category will take from the scores of preliminary rounds.
FORMAT OF THE DEBATES
- Four teams will debate a motion in each round of this competition. They shall be referred to as the Government Team (affirmative side of the house, which consist of Opening Government and Closing Government) and the Opposition Team (negative side of the house, which consist of Opening Opposition and Closing Opposition). The side on which a team debates shall be determined by a fair mechanism enabling teams to have equal chances of being Government and Opposition during the preliminary rounds.
- All of the motion will be impromptu motions. The motions will be decided 15 minutes before the actual debate by the A-Core.
- These motions selected by A-Core shall be announced 15 minutes prior to the scheduled start of each round of the debate to permit the teams to construct their individual cases.
- Each team will have two speakers and each speaker will deliver substantive speech of the time duration specified below.
- A warning knock will be sounded at 1st minute to open POI session, 6th minute to close POI session, 7th minute of a substantive speech. The speaker is expected to complete his / her speech in the allocated time. After 20 seconds, a continuous know will be sounded.
- The proposition (affirmative/Opening Government) must define the motion and support this by giving constructive arguments. The right to define the resolution primarily resides with the proposition. The proposition is expected to give reasonable definition for the resolution. The Opening Government and Closing Government should have different argument. The opposition must oppose the proposition and build a counter case against them. In the event that the opposition feels that the proposed definition is invalid, it may challenge the definition and propose an alternative definition. The Opening Opposition and Closing Opposition also must have different argument.
ADJUDICATION
- The debates will be adjudicated by an odd or even number of adjudicators.
- The debates shall be awarded by a consensus among the adjudicators to decide which team will be the 1st rank, 2nd rank, 3rd rank, and 4th rank in a round.
- The best speaker shall be decided on the basis of aggregate marks awarded by each individual adjudicator. They shall also give their brief written comments on each speaker’s performance.
- The decisions of the adjudicators shall be final and binding.
COMPLAINTS AND DISPUTES
- Any complaints or concerns on any technical aspect of the tournament should be communicated as soon as possible to the A-Core.
- The decision of the A-core in respect of any dispute during the competition shall be final
